Job Description

Higher Executive Officer

Location: London

Pay rate: £19.86

Period of contract: 23 months from start date[ Possibility of extension]

Working days and hours: Full time, Monday to Friday, 9am to 5pm.

HYBRID: 3 days in the office and 2 days working from home[ Can be required to work 5 days in the office]

**must be prepared to undergo Security Vetting.

We are recruiting for a challenging and exciting opportunity for the Home Office in the UCPI department (Home Office, Police Integrity Unit, Undercover Policing Inquiry Response Team) for an Higher executive officer.

Key Deliverable:

The post-holders will:

  • Have experience of large-scale disclosure exercises.
  • Have experience of working closely with lawyers.
  • Have knowledge and experience of the application of legal professional privilege.
  • Be highly organised.
  • Have a keen eye for detail.
  • Have the ability to work under pressure and to strict deadlines.
  • Knowledge of policing in England Wales would be beneficial but is not essential.

Duties for the role:

  • Developing search terms and carrying out searches to identify and disclose Home Office material relevant to the UCPI's terms of reference.
  • Working closely with legal advisor and counsel to develop search methodologies and seek advice on issues such as the application of Legal Professional Privilege.
  • Reviewing material disclosed by both the Home Office, the inquiry, and other individuals and organisations - such as law enforcement agencies and non-State/non-police stakeholders.
  • To identify issues of relevance to the Home Office and draft high-quality summaries of evidence, identifying risks and recommending mitigating actions.
  • To identify and protect Home Office equities and seek necessary redactions and/or work with legal advisor to produce restriction order applications.
  • Preparing for evidentials hearings including supporting counsel and producing all necessary papers and hearing bundles.
  • Representing the Home Office at public hearings and producing high-quality daily readouts for circulation to ministers, senior officials, and relevant policy leads.
  • Supporting the Department's response to any legal challenges.

  • Disclosure reviews are a major focus.

Desirable skills and experience:

  • Knowledge of policing in England Wales would be beneficial but is not essential

**Individuals who have previously worked for the Undercover Policing Inquiry, or who have close friends or relatives who are or have previously been employed by the Inquiry or in the policing sector, should provide details of this within their application.

Training:

One week of reading in understanding background - Afterwards learn as you work through. Initial reading can be done remotely- Working in the office until confident in working from home.

Travel Requirements : Some limited travel may be required within London to attend locations such as other government department buildings, Counsel's chambers, and inquiry hearings e.g. Westminster.
