Band 7 Interim Workforce Planning & Information Manager

Job Summary

An exciting fixed-term opportunity has arisen to work in the Workforce Information Systems Team at North Middlesex University Hospital NHS Trust.

The postholder will be the Trust lead for all Subject Matter Expert (SME) within the Trust for Workforce Planning providing professional Workforce Planning advice and expertise to support service development and design through development of a range of workforce planning processes which will include systems for forecasting the workforce capacity and competency implications of business plans.

The postholder will lead on the production and development of key workforce performance indicators and workforce information across the Trust and to provide expert advice on the design of workforce reporting mechanisms and interpretation of workforce information. They will be expected to manage, maintain and develop use of high quality workforce information systems, including Electronic Staff Record (ESR) system and Phoenix, provide and analyse Trust wide Workforce information and support the development of workforce plans, and be responsible for the day to day management and operation of the Workforce Information Systems Officers.

Temporary: Expected to last 2 months with possible extension

Hours per week: 37.5 hours per week

Salary: £19.44 per hour

Skills and Experience

  • Detailed knowledge and use of ESR
  • Experience of using reporting technologies eg Qlikview or BI
  • Allocate HealthRoster experience
  • Knowledge of workforce planning models and principles
  • Experience in a management role
  • Delivery of specific workforce planning or system development related project
  • Design of workforce reporting systems and processes

Duties and Responsibilities:

Workforce Planning and Information:

  • To support on development and co-ordination of Trust workforce plans which are integrated with the Trust's aims and strategic objectives.
  • To develop and produce workforce information data in a variety of formats and using a number of different systems, to enable managers to workforce plan and ensure these are fed into the overarching Trust workforce plans.
  • To collate and analyse workforce information supplied from various sources including data obtained from other functions and IT systems and sources such as the Qlikview, Healthroster, Phoenix etc.
  • To contribute as appropriate to various Trust and external meetings, leading appropriate follow up actions and activity and providing relevant feedback.
  • To provide Trust workforce planning return with support from Finance
  • To contribute to the review and development of policies, procedures and strategies relevant to Workforce Information Systems
  • To lead on the timely production of Trust wide statutory, mandatory and local workforce information, i.e. workforce KPI's.
  • To maintain and develop the ESR system in relation to national and Trust requirements to ensure that it remains fit for purpose.
  • To work with colleagues, HR and other Corporate Departments (particularly payroll, management accounts, financial services and audit) to process map current workforce information and payroll process and make recommendations to re-design and improve this processes in order to improve control, efficiency and prepare for the development of the ESR.
  • To work closely with Management Accounts to develop an organisational hierarchy and establishment structure consistent with the requirements of ESR and the General Ledger System
  • To ensure that workforce information is standardised and relevant, and continuously validated and improved.
  • To ensure all workforce information required by external regulatory bodies such as NHS Improvement and the Care Quality Commission is provided in a timely manner.
  • To take a lead role as RA Manager in assisting with internal audits and support on development of Smartcard policy.
  • To manage the Workforce Information Team undertaking appraisals, PDPs, sickness absence management etc. as required.
  • Responsible for the development, data quality, integrity and coding structures of Workforce related information including systems maintenance/administration. (systems maintenance/administration applicable to list of agreed systems). Also assisting with the production of the KPI Healthroster Dashboard
  • Conduct detailed analysis, interpretation and comparison of a range of complex Workforce related data produced to identify trends and provide judgement/reports that will inform trust wide decision making.
  • Necessity to use numerous data sources, systems and methodologies to provide information that will meet business needs.
  • Work closely with the Healthroster teams.

Project Management:

  • Responsible for the successful delivery of the Workforce related programmes/projects to ensure that outcomes are of high quality and add value to the organisation.
  • Demonstrate and embed a good understanding and knowledge of local and national workforce guidance that impact on the workforce related plans/projects in order to ensure the Trust is fully up to date with accurate and detailed workforce analytics.
  • To provide, present and analyse workforce data to the appropriate Board and others on progress and status of the plans/projects.
